Power System Network under DPDC Area

Dhaka city and the surrounding areas are the largest electricity consuming region in Bangladesh. Southern part of Dhaka City and Dhaka district, and Narayanganj district are important financial zones in Bangladesh since the industries in this region are significantly contributing towards national economic growth. Densely populated residential and commercial buildings, and industries within and around the Dhaka city are the major consumers of electric energy in this region and it is essential to supply these demands with reliability. Dhaka Power Distribution Company Limited (DPDC) is responsible for electricity retailing and distribution network operation in this region since 2005.DPDC is serving 925,437 number of consumers with a system capacity of 2365 MVA at 33 kV level [till June’ 2014].

The electricity demand within the DPDC serving area is increasing significantly due to the development of new residential areas and industrial facilities. Annual load growth of 8-12% has been observed for this area within last 5 years. If the development of these areas along with the country continues, it is expected to experience a higher growth rate of electricity demand by the DPDC in future. In order to keep pace with the load growth, DPDC requires to strengthen and expand the distribution network within it’s serving area to ensure the quality and reliability of service for the consumers. However, the expansion of distribution network capacity is to be supported by the adequate supply capacity of the transmission network.

Power Grid Company of Bangladesh Limited (PGCB) is the transmission network and system operator in Bangladesh. The existing Dhaka Ring backbone circuit (network) of PGCB to support the DPDC and Dhaka Electric Supply Company (DESCO) is not sufficient for serving the future load growth of DPDC. Hence, the existing 230 kV Dhaka Ring network is required to be strengthened and expanded accordingly. The coordinated strengthening and expansion of PGCB network and DPDC network is required to serve the growing electricity demand in the different distribution circles of DPDC. PGCB is also initiating a project with the same title “Expansion and Strengthening of Power System Network under DPDC Area”, to prepare the transmission network for serving the DPDC substations and network with the future electricity demand.

The strengthening and expansion of the network includes installation, renovation and expansion of distribution substations (132/33 kV and 33/11 kV), distribution transformers (11/.415 kV) and distribution networks (132 kV) and distribution feeder (132 kV, 33 kV). In addition to the network components construction, a SCADA control center, training center and additional office building for DPDC will also be required to meet the future demand of electricity within the serving area of DPDC.

TBEA, as the potential EPC contractor for “Expansion and Strengthening of Power System Network under DPDC Area” project of DPDC, has employed EQMS for conducting the Environmental Impact Assessment Report (EIA). DoE has approved the Terms of Reference (ToR) for conducting the EIA study and this report has been prepared by following the approved ToR.
